EU에서 공공기관 녹색조달에 환경라벨 활용이 적극 검토되고 있다.
지난 4월 3~4일 이틀간 오스트리아 그라츠(Graz)에서 EU 집행위원회와 자치단체국제환경협의회(ICLEI, International Council for Local Environmental Initiatives)가 공동 주최한 녹색 공공조달(GPP, Green Public Procurement) 컨퍼런스가 개최됐다. 이 컨퍼런스에서 EU 에코라벨인 'EU Flower'를 녹색조달 과정에서 활용하는 방안이 심도 깊게 논의됐다.

에코라벨과 환경 데이터베이스에 대한 특별 세션에서는 EC의 에코라벨을 활용해서 수행한 화장지 조달에 대한 성공사례 발표가 이루어졌다. 그 밖에도 페인트, 바니쉬, 다목적 세정제 등 여러 품목의 입찰과정에서 에코라벨 기준을 포함한 사례도 포함됐다. 공공기관 구매담당자, 정책입안자 등으로 구성된 참석자들은 녹색조달 과정에서의 에코라벨 활용방안에 대해 매우 긍정적인 반응을 보이면서 관련 정보제공을 희망했다.

최근 집행위가 공공조달 과정에서의 EU Flower 활용을 적극 추진하고 있어서 향후 유럽지역 내에서 'EU Flower'의 입지가 높아질 것으로 예상된다. EU 측은 내년 초 EU Flower 근거법률(Regulation EC 1980/2000) 개정을 통해 전문운영기구를 지정하고, 인센티브 근거 등을 새로이 마련하는 프로그램 운영체계 개편을 단행할 예정인 것으로 알려졌다.
