유엔환경계획(UNEP, United Nations Environment Program)이 다자간 환경협약(MEA) 이행 확보를 위해 '다자간 환경협약 준수·이행에 관한 매뉴얼'을 지난 6월 2일 발간했다.

수 십년 간 국제사회는 의정서 및 기타 다자간 환경협약과 같은 국제조약 체결에 관심을 기울여 왔으나, 이제 그 관심은 이러한 다자간 협약 이행을 얼마나 확보해 나갈 것인가 하는 방향으로 옮겨왔다. 그 이유는 명확한데, 많은 국가들이 당사국으로 참여한 협약에 따른 환경공약을 이행하는데 고전하고 있기 때문이다. 어디서부터 시작할 것인지, 좀더 효율적이고 효과적인 이행방법은 무엇인지, 한정된 자원으로 얼마나 완전한 이행을 확보할 수 있을 것인지 등 이들 국가는 여러 문제를 떠안고 있다. 이렇듯 다자간 협약에 따른 약속이행에 있어 많은 문제에 직면한 국가들을 지원할 목적으로 UNEP은 이 매뉴얼을 공표한 것이다.

이 매뉴얼은 2002년 2월 UNEP 관리이사회가 승인·공표한 '다자간 환경협약의 준수 및 이행에 관한 가이드라인' 을 보완하는 것으로, 이 가이드라인 활용을 촉진할 것으로 기대되고 있다. 각국 정부, NGOs, 기타 관련 기관 등 이해관계자들이 조약 준수이행을 위해 활용 가능한 여러 전략접근법의 예를 비롯해 개별 접근법에 대한 상세한 설명 등을 포함하고 있다.
